Mr. Liu is the General Partner at IPV Capital based in Beijing. Prior to joining IPV Capital, Mr. Liu served as Director of the Economic Policy Department at the Ministry of Information Industry (MII), Executive Secretary for Vice Minister of MII, and Department Head of National Investment Corporation. Mr. Liu is very well regarded in the Chinese IT and technology sectors where he has over 20 years of experience.
Mr. Liu received his BSc from Peking University. He was also a visiting Scholar at Stanford University APARC program.
Mr. Tan is the General Partner at IPV Capital based in Shanghai. Prior to joining IPV Capital, Mr. Tan served as head of Asia at Worldview Technology Partners for 9 years. For the past 20 years, Mr. Tan has directly worked with early stage technology companies in the semiconductors, telecom and service sectors. He also previously served as head of Teleos Communication (Asia) and started his career in Singtel.
Mr. Tan holds an MBA from Oklahoma City University and a B. Eng from the National University of Singapore.
Fang Roger Li
Mr. Li is based in Shanghai. Prior to joining IPV Capital, Mr. Li was President and COO of Codex (IC and embedded software), Vice President and General Manager (Asia Pacific) at Collabnet Inc. (SaaS) and various other executive positions in international sales, corporate development, and investment. Roger’s area of expertise lies in his 15 over years of experience in operations management and investment.
Mr. Li holds an MBA from University of Wales, and completed Graduate School at Shanghai Academy of Social Sciences as well as an Executive Education Program at Wharton School of Business.
Fang Roger Li
Mr. Zhao is based in Silicon Valley USA. He has 20+ years of R&D, manufacturing, and management experience in US high-tech industry and served in executive or senior management roles at 7 startup companies. He previously served as General Manager at Amprius USA (an IPV portfolio company). He has also been an angel investor and advised numerous young entrepreneurs and seed/early-stage technology startups. He has served as Director of HYSTA Entrepreneur Program.
Mr. Zhao holds a PhD EE from Stanford University and BS/MS CS from Peking University.
Mr. Britts is based in Silicon Valley. Prior to joining IPV Capital, David was a Managing Partner of Fuse Capital and its predecessor, ComVentures, Managing Director at Gramercy (emerging markets private equity investment firm), General Partner at JPMorgan Partners, founding team member of CSFB / Deutsche Morgan Grenfell (DMG) Technology Group, and various other positions in investment banking companies. David has extensive experience advising, building and investing in leading communications, digital media and technology companies, an increasing number of whom have significant operations in emerging markets such as China and Latin America.
Mr. Britts holds an MBA from The Wharton School at the University of Pennsylvania and a BA in Economics from the University of California, Berkeley.
Mr. Weijin Liu is a Partner at IPV Capital based in Beijing. Prior to joining IPV Capital, Mr. Liu held various appointments at the Aviation Research Institute and the Public Service Unit in Beijing. He has deep experience in the Chinese technology industry having help managed the government sponsored Information Industry Fund for over 10 years. Mr. Liu’s area of expertise spans across the IT and technology sectors.
Mr. Liu holds a BSc from Beijing Aviation and Aeronautics University.
Mr. Ning Zhou is a Partner at IPV Capital based in Beijing. Before joining IPV Capital, Mr. Zhou held various senior positions at China International Economic Consultant (CIEC), a division of CITIC. Mr. Zhou also served as division manager for international cooperation for a high tech startup firm. Mr. Zhou’s area of expertise lies in investment consultation, feasibility studies, sales, and strategic management advisory services to leading domestic and multinational corporations.
Mr. Zhou holds an MBA from China European International Business School, and a BSc from Beijing Economics College.
Mr. Alex Banh joined IPV Capital as a Partner in 2010 based in Shanghai. Prior to joining IPV Capital, Mr. Banh spent 10 years with a Hong Kong based conglomerate managing the technology and direct investments division. Mr. Banh was also founder of a successful startup software company in Hong Kong. Alex brings over 15 years of operations experience in technology firms in fast growing markets including China and South East Asia where his areas of expertise lies in managing early stage businesses and cultivating strategic partnerships.
Mr. Banh holds a BCom from McGill University.
Kuan Wei Mok

Mr. Mok Kuan Wei joined IPV Capital as CFO in 2011 based in Shanghai. Prior to joining IPV Capital, Mr. Mok was Group CFO and Deputy GM of Shandong Linuo Power Group (renewable energy) in China. Prior to that, Mok was Senior Manager at Ernst & Young’s Shanghai and Hangzhou offices. Before that, Mr. Mok worked for Arthur Andersen & Co. in Kuala Lumpur. He brings over 15 years of professional practice and advisory experience in Asia where he guided companies through executing M&As, restructuring businesses, completing IPOs, and compliance with securities, public offerings and taxes regulations in the US, China and Hong Kong.
Mr. Mok graduated from the University of Malaya with a first class honor bachelor degree in accounting. Mr. Mok is also a CFA Charter-holder and fellow member of UK Association of Certified Chartered Accountants, Malaysian Institute of Certified Public Accountants, Chartered Financial Analysts China and Hong Kong Society of Financial Analysts.
